1. Roads, railways, and drainage system improvement

The plan has been implemented in stages. The Ministry of Public Works and Transport is now drafting a new draft sub-decree on land, road, and railway administration. In addition, the MPWT is creating a new law on wastewater and sewage systems.

2. Cargo train stations and dry ports in Pou Senchey District

As of 9 July, there has been no update from the officials on this project.

3. Project for the Phnom Penh-Ho Chi Minh Railway

According to the preliminary assessment, the project will comprise the construction of a bridge across the Mekong River in Phnom Penh and a train spanning the Bassac River to connect the Samraong station to Phnom Penh's southern suburbs. The government recently stated that feasibility assessments for this project will take place following the completion of the Phnom Penh-Bavet road project.

4. Expansion of the Phnom Penh International Airport

Not only has the government authorized a private company to extend the current airport, but it has also allowed a private company to build a new international airport in Kandal province, which is currently over 40% built and slated to open in 2023.

5. Improvements to the Bassac River's bank

Since 2015, there have been a number of projects completed. For example, the Chbar Ampov District Administration unveiled a plan in March to construct a new river frontage road and a stretch of riverbank on the eastern side of the Bassac River from the Old Monivong Bridge to the Koh Norea Development Zone.

6. Establishing high-rise building restrictions

These laws will be implemented in regions such as Chbar Ampov, Boeung Krapeu, Boeung Paung Peay, and Boeung Kak, according to the plan. However, as of 9 July, there has been no update from the government on this project.

7. Improvements to landfills and waste management

More private investment in trash processing plants and landfills in Phnom Penh will be encouraged as part of this proposal. Several ideas have been made, according to the municipality.

The Ministry of Mines and Energy announced a plan to build a waste-to-energy power plant in March 2020. The project is a collaboration between the Asian Development Bank and Singapore's Infrastructure of Asia.

The Ministry of Environment (MoE) also asked Infrastructure Asia (IA) and Singapore Corporation Enterprise (SCE) to draft a master plan for a new landfill project in Phnom Penh in early 2021.

8. Establishment of the Prek Pnov Ecological Zone

The project will be implemented on a 75-hectare land area near Prek Pnov's Boeung Ta Mok lake. Over 100,000 trees have been planted in the area so far. Other amenities for guests to relax will be built as part of the project, including a swimming pool, a recreation area, shops, restaurants, and an amusement park. The project is expected to be completed in 2023.

9. Construction of a historic district in Phnom Penh

As of 9 July, there has been no update from the officials on this project.

Nonetheless, if necessary for economic and social progress, this master plan is subject to amendment or revision every five years.
