Compass Cambodia report -  Due to many inhabitants of Boreys and high-rise buildings experienced low carrier signal troubles and were compelled to utilize only one company's service, which was both expensive and ineffective. Recently, the Office of the Council of Ministers has issued a new set of six measures related to increasing carrier and internet service quality in Boreys and high-rise buildings, while underlining the need to abolish all monopolistic services.

These six measures are included in letter No. 618, dated November 5, 2021:

1. Borey owners and carriers must work with the Ministry of Posts and Telecommunications and the Cambodian Telecommunications Regulator to examine the technical and aesthetic work on fiber optic infrastructure and antenna poles.

2. All monopolistic contracts between internet providers must be terminated by the Borey owner/high-rise building operator, as they are prohibited under Article 62 of the Telecommunications Law.

3. According to Articles 14 and 15 of the Law on Telecommunications, a Borey owner/high-rise building operator shall prevent or block the construction of antenna poles or the installation of other equipment on their premises.

4. To guarantee fair and economical pricing, a Borey owner/high-rise building operator must allow at least three internet service providers to operate within their site.

5. The owner/operator of a Borey/high-rise building shall work with the Ministry of Posts and Telecommunications and the Cambodian Telecommunications Regulator to investigate the possibility of increasing the quality of mobile and internet services within their premises.

6. Individuals who unlawfully import, supply, distribute, or install inductors without authorization from Cambodia's Telecommunications Regulator must be prosecuted by the Borey owner/high-rise building operator.
