In Cambodia, foreigners can buy housing with the same title certificate as Cambodians and they owns permanent residence rights. They can buy and sell freely.
Purchase restrictions: The Cambodian policy stipulates that foreigners cannot purchase land and villas in Cambodia in their own name. Therefore, foreigners cannot buy housing on the first floor and can only hold property rights on the second floor or above floor, that is means they get property rights only, exclude land property rights. Property rights with land certificates are only available to Cambodians.
