Compass Cambodia report - Cambodia’s government has asked China to provide a concessional loan to support 7 prioritized infrastructure development projects for 2022-2024.

This is according to the plenary meeting of the Cambodia-China Intergovernmental Coordinating Committee for the Implementation of Comprehensive Strategic Partnership Cooperation via video call on 14 July 2022.

The two sides have agreed to prioritize infrastructure development projects, including:

- Kratie Mekong bridge and Kratie connecting road construction project

- National Road 7 expansion project

- Rural power transmission line expansion project

- Dang Kambit reservoir development project in Kampong Thom Province

- Construction project of Tonle Bassac Chak Angre Krom-Prek Pra Bridge

- Project to upgrade National Road No. 3 (PK181 + 100-Veal Renh)

- Project to expand National Road 6 in Siem Reap

At the same time, Cambodia also requested China to provide grant funding for infrastructure development in 2022-2024, such as:

- National Road 7 improvement project

- Ask China to promote the feasibility study and to continue the procedure for the construction of the wastewater treatment system in Sihanoukville

- Rural road improvement and water supply project phase 3

- Ask China to continue to support demining activities in Cambodia

Recently, Cambodia and China signed a loan agreement on Hong Kong-SHV Submarine Fibre Optic Cable Project with approximately US$ 344 million for four major projects in the road and cable optic sector.

For Development Cooperation Finance (China ODA) 2020-2022, China has provided more than US$432 million in concessional loans for the development of electricity, roads and irrigation projects.

However, besides loans, China also provided a grant of about a 2.7-billion-yuan, equivalent to over US$399 million in China ODA to the Cambodians.
