On April 9, 2024, the Ministry of Land Management, Urban Planning, and Construction held a ceremony to officially launch the public service through the digital system, which allows people to apply for services from the Ministry anywhere and is more convenient. The program was presided over by His Excellency Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction.
The introduction of digital public services is aimed at improving the quality and expanding the scope of public services more quickly, efficiently, and transparently, based on databases and the digital revolution. The Ministry has built the following main digital systems:
● Applying for public services online, which is a new way to provide the Ministry's public services online, ensures security, efficiency, convenience, and time savings.
● Record the administrative activities of the Ministry, which facilitates the internal document recording of the Ministry.
● Build a smart, easy-to-find electronic legal document library in HTML format
● Electronic land registration system to ensure security in data management, especially the collection of data systems.
● Establish a "People Center" which is a collection of all kinds of data to provide services to Cambodians throughout the country and as a nursery that allows ministries and institutions to integrate key information in their field to become a common national map for use in the study, analysis, and development planning of more comprehensive.
Overall, the provision of public services and data management as a priority of the Ministry's policy has made significant progress, which has really contributed significantly to the process of providing public services by ensuring quality, scope, and time reduction. This will encourage more participation from all stakeholders, including public institutions, the private sector, and especially public service users, who are more confident in providing services that build trust in the digital system of the Royal Government in line with the priority direction of the first phase of the Pentagon Strategy.
At the same time, users can request these services on the Ministry's website, www.mlmupc.gov.kh, without having to apply in person at the One Window Service Office of the Ministry of Land Management, Urban Planning, and Construction. Meanwhile, users can also request these services on the Camdigikey APP and the CamDX of the Ministry of Economy and Finance, which ensure the security of use and speed of filling out personal data and companies.
In addition, the Ministry of Land Management, Urban Planning, and Construction has been cooperating with the Ministry of Interior on the provision of public services, which have been delegated to the Departments of Land Management, Urban Planning, Construction, and Cadastral in the 25 capitals and provinces as online services gradually, for which the Department in Phnom Penh Capital is already preparing a step.
The process of applying for online services from the Ministry is as follows:
Step 1: The applicant needs to complete the online form.
Step 2: The one-window service office (OWSO) will check the request.
Step 3: Submit to the General Department for inspection.
Step 4: Submit to officials of the minister for review and make a final.
