According to a source from the Sihanoukville provincial administration, the unfinished building project in Sihanoukville, which has been suspended for several years, has begun rebuilding, although construction activities have not yet reached 100%.
Mr. Long Dimanche, Deputy Governor of Sihanoukville Province, confirmed that the Investment Promotion Working Group in Preah Sihanouk Province has simplified the procedures within the framework of the “Special Programme to Promote Investment in Preah Sihanouk Province for 2024,” including 85 unfinished building projects in Sihanoukville that also received special incentives to promote further development.
Regarding the unfinished building project in Sihanoukville, Mr. Long Dimanche claimed that there is a gradual reconstruction activity, although not yet fully completed.
He added that “Some building projects have started, some have just received incentives, and documents are not ready to start immediately. However, at the beginning of November, the provincial administration will hold a joint meeting with investors, including the owners of the unfinished building investment project, to ask which projects have started and which projects have not yet started. Through this assistance, the team will find out why the project hasn't started yet or is there any problem to start operation, so that the provincial team can be able to coordinate and solve problems and difficulties for investors.”
Addressing at the Official Launching Ceremony of the “Special Programme to Promote Investment in Preah Sihanouk Province for 2024” on January 31, 2024, H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Economic and Financial Policy Committee, there are 362 unfinished buildings in Sihanoukville that need an additional investment of about US$1,161 million to complete construction.
As of October 2024, a total of 165 projects have received special incentive policies, including micro, small, medium, and large projects from project owners, both local and foreign companies. There are 23 projects with an investment capital over US$100 million.
Among the 165 projects that received incentives, 85 were related to unfinished buildings, 61 projects were new, 15 projects were expansions, and 4 projects were existing.
