The prime minister revealed plans to develop four coastal provinces, including Sihanoukville, Kampot, Kep, and Koh Kong, to attract investment. The coastal province, which he first promoted, is Sihanoukville Province. Although Sihanoukville Province is considered by the public to be a multi-purpose province, especially a tourism destination, he argued that the province must diversify to increase national economic income by strengthening the logistics and industrial systems.

He emphasized, “The main priority, which is the foundation, is industry and manufacturing, which aims to expand special economic zones, logistics, and promote more industries in Sihanoukville province.”

The PM further explained Cambodia's flexibility in the labor and trade sectors to attract foreign investment to increase domestic jobs and economic income.

At the same time, he presented the development plan in Sihanoukville province as follows: “Our Sihanoukville province, while promoting tourism, must prepare the environment with a broad direction to promote industry, manufacturing, and technology. This is the direction that we must push forward in 2025, starting to implement our master plan.”

In the past, he had also announced that 2024 would be the year to promote investment in Sihanoukville Province and resolve the problem of unfinished buildings.

It is worth noting that after the official announcement of the “Special Programme to Promote Investment in Preah Sihanouk Province for 2024” by the Prime Minister on January 31, 2024, as of October 2024, a total of 165 projects have received special incentive policies.

Of the 165 projects that received this incentive, 85 were related to unfinished buildings, 61 were new projects, 15 were expansion projects, and 4 were existing projects.
