According to an announcement No.021 /19 from Phnom Penh Capital Hall signed by Mr. Khoung Sreng, Phnom Penh Governor on February 26, 2019, to keep Phnom Penh safe and public in order and avoid traffic jams and reduce traffic accidents, the city hall asked people who owned factories, enterprises, warehouses, trucks and car repair shops located in the downtown area of Phnom Penh to move their business to relocate to the third Ring Road, where the Ministry of Public Works and Transport Transportation has been constructing a crossing between Phnom Penh and Kandal Province from the Prek Phnov bridge, Win Win Boulevard, Khob Srov road, National Road 4 on Kilo Meter 14+105 to National Road 1 on Kilo Meter 24+840, crossing National Road 3, National Road 2 and National Road 21, which is the Ring Road 3 is ready by 2021.
After the completion of the third Ring Road, the Capital Hall administration will ban all kinds of big heavy-loaded vehicles to enter Phnom Penh.
