Preah Sihanouk’s rapid development has been the cause of significant discussion and speculation since the province emerged as a focus for Chinese investment in mid-2017. Following the Cambodian government’s ban on online gaming and the subsequent Covid-19 pandemic, the pace of development has slowed dramatically. Now Sihanoukville is gearing up for another significant development push, fueled by strong investment into infrastructure, a number of large-scale projects and a resurgent optimism about the province’s future.

At present, Sihanoukville is home to more than 90 casinos, a host of hotels, condominium developments, retail projects and industrial parks. Development of the city continues, albeit at a slower pace than witnessed during the height of the construction boom in 2018 and early 2019. This pause for breath has allowed time for the authorities to re-organize and rehabilitate much of the province’s road and service infrastructure, as well as introduce additional provision to enhance the province’s capacity. Urban planning is also taking a step forward, with the involvement of Chinese city planners from Shenzhen. Sihanoukville sits at the cross-roads of multiple major infrastructure initiatives, including China’s ambitious One Belt One Road project and the Greater Mekong Sub-region Economic Corridors southern route. The coastal province is also well placed to reach two of the world’s largest sources of tourists; China and India. As such, it is strategically and politically positioned to capture dramatic growth and investment into the future.

In fact, the construction of 34 new roads, which cost about 300 million US dollars, is now about 90% complete, and these 34 roads are the first luxury roads in Cambodia while the road opened for construction in mid-November 2019. This was confirmed by Samdech Hun Sen during a road construction visit in Sihanoukville on June 1.

In addition, the Royal Government has been developing Cambodia's first expressway project connecting Phnom Penh to Sihanoukville, which is currently under construction and scheduled for completion before September 2022.

According to Samdech Techo Hun Sen's Facebook page, the Royal Government of Cambodia has set a plan to develop a land use master plan in Sihanoukville with a 2030 vision to organize and develop Sihanoukville as a sustainable national development pole in the coastal areas of Cambodia through the development of modern cities with the most beautiful beaches in the world and a multi-purpose special economic zone that will attract tourists and more new investment from abroad and serve a better life for our Cambodian people as well.

Meanwhile, a senior official of the Royal Government of Cambodia has previously claimed that Sihanoukville will not be the second Macau city as rumored, but it will be the new economic nose of Cambodia. The government has developed a master plan for the development of Sihanoukville, similar to China's Shenzhen city.
