Yes, foreigners can enjoy the same property rights certificate as Cambodian. They can buy and sell freely. They can buy houses with passport, without restriction, but they can not enjoy the same low-interest loan policy as Cambodians.
2. What is kind of property right certificate i can get ?

There are three kinds of property rights.
The first is the property right with land certificate, which is only purchased by Cambodians. Cambodia prohibits foreigners from buying land.
