Compass Cambodia report - The Sihanoukville Land Use Master Plan to 2038 has been officially approved by the Ministry of Land Administration, Urban Planning, and Construction to offer a framework and direction for the effective management and development of Sihanoukville City.

The master plan will assist enhance urban land use and tourism, industry, logistics, and national and international trade, according to Decision No. 045 dated 08 September 2021.

A number of prioritized development plans are also included in the master plan, including an urban development zone strategy, sustainable land management design, long-term infrastructure development, economic and social development plan, environmental protection and waste management plan, and disaster prevention plan, among others.

If necessary for economic and social development, the land-use master plan is subject to amendment every five years.

In August, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) established a technical working group in Sihanoukville to restructure land use and issue a new land-use policy.

The government's master plan to develop Sihanoukville into a multi-purpose economic zone includes the formation of this team. This plan is a large-scale government initiative aimed at transforming SHV into a city that can compete with China's Shenzen.

To date, the government has completed a number of infrastructure development projects in support of this master plan. These include, among other things, the construction of 34 and 11 roads, the expansion of ports and airports, and the construction of three wastewater treatment plants.
